19世纪末英美开启了世界性的社区建设运动,但二战后发达国家社区才真正兴起与勃兴,目前它们已经形成了较为成熟的社区治理模式。考察以美英日为代表的发达国家社区治理政策历史变迁的过程,旨在揭示其社区治理政策演变的历史逻辑与规律性。研究显示,美英日社区治理政策演变的规律特点表现为:政府对社区治理的重视程度越来越高,甚至将其作为国家治理的战略性平台;非营利组织在社区治理中的主体作用越来越明显,社区治理向着多元主体合作治理的格局发展;社区治理以公民自主治理的价值为依归,越来越重视发挥公众的志愿参与作用。这些经验为我国社区治理带来了有益的启发与借鉴价值。
Abstract：At the end of the 19 th century, the United Kingdom and the United States initiated a worldwide community construction movement. But it was after the Second World War that the community rose and boomed in developed countries. Nowadays, a more mature model of community governance has take shape. This paper examines the historical changes of community governance policies in the developed countries represented by the United States, the United Kingdom and Japan. It aims to reveal the historical logic and law of the community governance policies behind the current model. It reflects the characteristics of combining administrative intervention with community autonomy. The common characteristics of the evolution of community governance policies among the US, the UK and Japan are: first, the government attaches great importance to community governance, even as a strategic platform for national governance; second, the main function of non-profit organizations in community governance is more and more obvious. Community governance evolves towards the pattern of cooperative governance; third, the value returns to the citizens' self-governance, and as the constant clarity of the goal-oriented community residents' public interests. These experiences have brought useful enlightenment value for China's community governance.
